The Integrated Planning System (IPS) is a broad planning and monitoring framework which aims to ensure that the core policy and financial processes developed by the GoA function in an integrated manner. These core processes are:  NSDI, MTBP, Government Program, European Integration, Public Investment Program, and External Assistance.  The TA offered by donors for IPS implementation is organized in two phases: (I) The first phase was the immediate needs support through the UNDP (2006-2007) with contributions from the Netherlands, and UNDP. (II) The second phase is addressing the mid-term needs of the GoA to implement the IPS. Donor funds are pooled through a multi-donor trust fund administered by the World Bank.
