History of donor coordination in Albania Bilateral and multilateral donors began to seriously discuss the critical problem of donor fragmentation, wasteful duplication of effort and lack of absorption of donor assistance in early 2003.

ONE UN Initiative The Government of Albania and the United Nations signed the One UN Programme on October 24. The objective of the Programme is to better support Albania in achieving its goals as expressed in the Stabilisation and Association Agreement with the EU, national priorities expressed in the National Strategy for Development and Integration and the Integrated Planning System, and programmes of international partners.
